Havering Council are currently working alongside Spencer Clarke Group to recruit an Contracts Manager (Looked after Children)

 The role is Full Time and operates on a 3 year fixed term contract. We are looking to get someone started as soon as possible.

The Hourly rate is £26.35 Negotiable dependent upon experience and we are hoping to get someone started as soon as possible.

KNOWLEDGE:

  • Extensive knowledge of current practice, issues and developments related to market management and development within a social care context.
  • Extensive knowledge of current practice, issues and developments related to quality assurance and contracts management within a social care context.
  • Extensive knowledge of relevant legislation and guidance relating to social care governance and contract compliance.
  • Extensive knowledge of risk management and safeguarding.

EXPERIENCE:

  • Extensive experience in market management and development in a social care or health setting across children and people’s services, adults social care or public health.
  • Extensive experience in contract management in a social care or health setting across either adult social care, children and young people’s services or public health.
  • Experience of undertaking a full procurement and contract review function within a public sector environment, and of collaborative market development and procurement.
  • Substantial experience and understand of taking a commercial and service quality lead approach to engaging with different types and size of providers.
  • Substantial experience of developing professional relationships with provider, at all levels, that facilitate and promote creative and shared working and the effective and timely resolution of issues.
  • Substantial experience of developing positive relationships, at all levels, across a local authority or public sector Partnership.
  • Substantial experience and understanding of Project Management particularly in relation to the procurement of new services.
  • Experience of convening and chairing formal and informal meetings with external providers, young people’s representative groups and young services users, voluntary sector groups and other agencies.
  • Experience in staff and performance management and in developing a team and managing and deploying that team to deliver challenging objectives.
  • Excellent Information technology skills in a variety of programmes including Microsoft Office suite.
  • Experience of scrutinising processes and financial data including providers’ business accounts.
