Council Tax, Business Rates, Operational Manager, Tower Hamlets.

Spencer Clarke Group are working closely with Tower Hamlets Council to appoint a Council Tax & Business Rates Operational Manager on a long-term temporary contract basis.

The role will primarily deal with Council Tax and Business Rates but will include all income streams due to the Council

We are looking to fill an essential role within Revenue Services leading a team of 32 in an income operational and verification role, providing an excellent service to the Councils residents and businesses in accordance with legislation, local practices and strategies. 


  1. The supervision and leadership of the Income Operational & Verification team dealing with the effective and efficient administration, valuation and verification of Council Tax, Non-Domestic Rates and other income administered by the service on behalf of the Council, its residents and business community to provide a first class customer service in accordance with legislation, local policies and strategies.  This will include all income streams – Council Tax, Business Rates, Sundry Debtors, Parking, Overpaid Benefits and other council income.
  2. To maximise the revenue and income the council receives from all areas of income by delivering an innovative, efficient, high quality service, and ensuring accelerated and sustained improvements against Council Targets are achieved.
  3. To minimise losses of income due to tax avoidance schemes and fraudulent activity through improved data management and a more collaborative approach with other directorates and central government departments.
  4. Responsible for the development of policy and strategy on all matters relating to income raising opportunities and risk from appeals and other fluctuations in the local valuation list for both Council Tax and Business Rates.

We are seeking a candidate who has –

  • Knowledge and understanding of the application of all areas of council tax and business rates legislation and case law.
  • Significant experience in a Front Line Service delivery environment dealing with Revenues and Benefits enquiries
