Spencer Clarke Group are currently looking for a Highways & Transport Team Leader to work in the Kingston area.

A local authority based in Kingston have a fantastic opportunity for a Highways & Transport Team Leader to join their team.

Purpose of the role & accountabilities:

  • As the Team Leader for the Strategy & Commissioning Team, the main aim of the role is to lead a team that provides highways and transport policies and strategies, and assesses the highways and transport needs of our customers as part of the Local Implementation Plan (LIP) process, and is responsible for securing funding and specifying services via associated commissions that achieves integrated and best value outcomes for the customers of both Kingston and Sutton Councils. These commissions develop the highways and transport related Capital Programme for the Shared Service, which the role holder is responsible for delivering to time, quality and budget.
  • The role also has responsibility for providing highways and transport advice on development consultations, including strategic and major transport projects and contributes towards s106, 38 and 278 legal agreements and reviews of Transport Assessments and Sustainable Drainage Systems (SUDS) proposals.
  • The Sustainable Transport Team that delivers Road Safety, Sustainable Travel and Air Quality Improvement education, training and publicity (ETP) programmes, as well as managing the School Crossing Patrol service is located within this team. As the Team Leader of the Design & Delivery Team, the main aim of the role is to deliver design services of highways and transport related infrastructure improvement programmes and projects (e.g. highway improvements, traffic management schemes, highway structures projects etc. through the various design stages including producing concept design and detail design), that are commissioned by the Strategy and Commissioning Team, and other client groups.
  • This team also provides topographical survey service and captures and analyses traffic monitoring survey data. As the Team leader of the Highway Contracts & Delivery Team, the main aim of the role is to deliver the planned maintenance of the Councils highway assets and contract manage and administer the relevant delivery contracts available to the Service, in particular the LoHAC.
  • The delivery of the Council’s highways asset management strategy is also managed by this team. This team also manages the maintenance of street lighting, highway structures and water courses (flood and water management), as well as dealing with crossover applications and public rights of way matters. As the Team leader of the Highway Operations Team, the main aim of the role is to deliver the operational aspects of highways and network management services, including reactive and routine maintenance and inspection of the Councils highway assets. The operational aspects of street works, road works coordination, permitting, winter maintenance, all aspects of Traffic Management Orders (including temporary and permanent, experimental etc), are also managed by this Team

Candidate requirements:

  • Relevant degree and/or professional qualification Experience:
  • Proven experience of management of highways and transport services in a senior management position in a similarly large and complex organisation
  • Proven experience of managing and implementing civil engineering, highways and transport programmes and projects
  • Proven experience of financial management and associated systems and processes and management of large Capital and Revenue budgets, financing arrangements and meeting both programme and delivery time requirements
  • Experience of contract management and administration, particularly via NEC3 suite of contracts
  • Experience of attending committee and public meetings and advising customers and elected Members on Highways and Transport matters
