Spencer Clarke Group are working in partnership with Dudley Councilto appoint an HR Advisor to their team.


Contract – 3 Month agency contract with a view to being extended on an ongoing basis.


Working Hours – Monday – Friday 09:00 – 17:00


Rate of Pay –£14+ per hour. Negotiable Depending on Experience.


About the role


To provide a solution-focused enabling HR and OD service for Council directorates and traded services customers.

Assisting customers to find solutions on a range of people management issues through the HR and OD Services Advice & Enquiry line.

Sign posting customers to system based solutions/processes e.g. self-service and on-line tool kits.

Providing advice and guidance on employment legislation and policies , contributing to policy development and delivering training. 



  • To support the delivery of a professional HR and OD service.
  • All HR Advisors will be flexible to work in any area of the HR and OD Services as required by the needs of the service to ensure best use of resources.
  • Line management may be required depending on the area of service the role operates within.
  • Provide advice on a range of employee relations issues.
  • Maintain a sound working knowledge to enable confident interpretation of policies and procedures across councils and other traded services organisations.
  • Be a subject matter expert on HR and OD intranet pages, guiding Managers/traded services customers to find documents they require.
  • Use systems available to log customer queries received and to ensure the advice given/outcomes are recorded.
  • Maintain accurate and thorough case management records for HR Specialists across Employee Relations and Traded Service teams to take forward as appropriate.
