Bromley Council are currently working alongside Spencer Clarke Group to recruit a Traveller Site Manager

The role is Full Time and operates on a 6+Month ongoing contract We are looking to get people started as soon as possible.

The hourly rate is £17.46 to £19 per hour Negotiable dependent upon experience and we are hoping to get someone started as soon as possible.

Working hours – Full Time


ü  Maintain a regular presence on each site; visiting each site at least three times per week.

ü  Undertake all elements of tenant management which includes:

  • Turnaround of void units;
  • Tenancy sign ups including, information packs and assisting prospective tenants to submit claims for housing benefit;
  • Ensure tenants are complying with the terms of their tenancies and addressing
  • The monitoring of rent accounts and management of the rental collection, ensuring that appropriate proactive action is taken to tackle and reduce rent arrears;
  • Provide ongoing support to Tenants; including signposting tenants to relevant services such as debt advice and employment support.
  • Produce and distribute bespoke newsletters for tenants on both sites.
  • Undertake evictions as required following due process, serving the appropriate notifications and securing the vacant possession of the Unit.

ü  Undertake all elements of property management which includes:

  • Ensuring that the sites are maintained in a clean and orderly condition and kept in good repair.
  • Carry out site and individual plot inspections; identifying and raising all repairs and ensuring they are actioned in a timely fashion in accordance with the Council’s appointed contractor.
  • Ensuring that void turn-around is managed swiftly and appropriately and new tenancies actioned.

ü  Facilitate regular tenant liaison meetings.

ü  Maintain up-to-date and relevant pitch and resident files including notes of all visits, actions, letters etc. Ensuring they are held on the relevant databases.

ü  Gather evidence of potential unauthorised occupation through a variety of means, using internal and external data and working with other agencies to obtain evidence of unauthorised occupation or fraud.

ü  Prepare inspection and visit reports promptly and in accordance with local guidance.

ü  Refer all suspected cases and any evidence obtained of fraud, to relevant agencies (e.g. Housing Benefit, Greenwich Fraud Team or Department of Work and Pensions).

ü  Prepare court papers and supporting documentation for legal possession action, attend court and act as a witness.

ü  Be responsible for any visits, investigations or actions undertaken by the Council in matters concerned with Gypsies and Travellers, including dealing with illegal encampments and having agreed procedures for dealing with police, site owners etc. in place. 


  1. Knowledge and understanding of gypsy and traveller culture
  2. Knowledge of all relevant law and legislation; included but not limited to the Mobile Homes Act 1983 and 2013.
  3. Knowledge of local authority responsibilities and procedures in respect of illegal and unauthorised encampments.
  4. Knowledge and principles of site management or ability to develop this knowledge quickly.
  5. Ability to assess works of repair and maintenance, draw up schedules of work, issue orders and supervise contractors as necessary.
  6. Ability to assess standards of Health and Safety and address risks
