Education PFI Contracts Manager

Location: North West (3 days pw office based)

Contract: 3-months

Pay: Inside IR35 – Negotiable DOE

 

Our client, a local authority in the North West, is seeking an experienced Education PFI Contracts Manager. This role entails managing and developing the Council’s Schools PFI contracts to ensure they support improved education attainment and provide value for money.

 

Key Responsibilities

  • Raise Change Variation Notices (CVNs) & Authority Request for Funds (ARFs) for schools to the SPV for works.
  • Approve CVNs once endorsed by the school.
  • Check invoices against paperwork for each job to ensure accuracy.
  • Receipt invoices for payment promptly and send to relevant schools, addressing queries.
  • Keep project trackers updated and verify monthly reports for correctness.
  • Attend monthly meetings with SPV & FM co to discuss reports.
  • Check and approve Unitary Charge invoices monthly for all projects.
  • Attend monthly FM meetings for all 12 schools.
  • Liaise with schools regarding contract/FM issues.
  • Handle governance reports for contract terminations and liaise with stakeholders.
  • Deliver quality services and targeted benefits through professional contract and project management.
  • Monitor compliance and performance, implementing plans for continuous improvement.
  • Ensure service providers understand council and school requirements for viable annual service plans.
  • Liaise with schools on contract matters, reporting issues, developing proposals, and resolving disputes.

 

Experience Needed

  • Managing complex contracts in a political environment.
  • Successful track record in contract and performance management within the public sector.
  • Experience managing PFI contracts using sound methodologies (ideally in education).
  • Auditing, validating, and processing contractual payments.
  • Monitoring, analyzing, and controlling financial budgets.
  • Contributing to partnership working with key stakeholders.
  • Degree qualified, preferably in the built environment.
  • PRINCE2/PMP/RICS or equivalent project management qualification or equivalent professional experience.
