Job Title: Interim Estates Surveyor - Local Authority

Location: Hampshire

Contract Type: Interim - 6-months +

Salary: £350 per day Inside IR35

Spencer Clarke Group are seeking an experienced Estates Surveyor to join the Councils property management team. The focus of this role will be on the operational portfolio, primarily managing Education and Leisure properties. This is an exciting opportunity to be part of a dynamic team delivering high-quality property management services and tackling complex property matters.

Key Responsibilities

• Oversee and manage Education and Leisure properties within the Council's operational portfolio.
• Ensure efficient property use, compliance with lease agreements, and alignment with strategic objectives.
• Conduct capital and rental valuations for properties within the portfolio.
• Provide accurate, evidence-based valuation reports to inform decision-making.
• Manage co-location arrangements and leases, including negotiating new terms and resolving disputes.
• Address historic and complex property matters, regularising leases and determining new rents.
• Work closely with internal and external stakeholders, including schools, leisure providers, and community groups.
• Support the development and implementation of property management strategies that optimise asset performance and meet corporate objectives.

Qualifications & Experience

• Degree in Estate Management, Property Management, or a related discipline.
• Membership of the Royal Institution of Chartered Surveyors (RICS) or equivalent professional body.
• Demonstrable experience in property management, particularly within public sector portfolios.
• Proven expertise in conducting valuations and handling complex lease arrangements.
• Experience working within Education and Leisure property portfolios.
• Knowledge of local authority property management practices and regulations.
