Spencer Clarke Group are working closely alongside Southampton City Council to provide them with a Procurement Business Partner on a 3-6 month initial contract that may be extended.


This role is 37 hours per week, Monday – Friday and offers a pay rate of £20-£25 per hour. Negotiable dependent on experience.


As a successful Procurement Business Partner, your duties will be:

  • Successful and timely delivery of end to end procurement projects, including (but not limited to) producing procurement documentation, assistance with specification development, dealing with clarification requests, developing meaningful and realistic KPIs that accurately measure expectations and standards, evaluating tender responses and contract formation.
  • Work closely with the service areas to ensure the procurement and contract management lifecycle is maintained and a structured handover of the resulting contract is made.
  • Working closely with key business stakeholders, identify and implement appropriate procurement strategies to meet service area requirements from assisting with needs analysis through to completion of the full tender and evaluation process.
  • Manage workloads consisting of multiple projects within agreed timescales and adhere to procurement legislation and council standards at all times.
  • Provide technical input into tender documentation.
  • Build and develop close relationships with multiple stakeholders including legal, contract management and service areas.


To be considered, you will have the following knowledge/experience:

  • Previous experience in a Procurement, Buyer or Supply Chain role
  • Excellent written and verbal communication skills and the ability to present to and interact with roles across the Council
  • Proven knowledge of sourcing and sound procurement skills
  • Excellent understanding of all relevant procurement legislation
  • Demonstrable commercial knowledge and skills
