Hi, I’m Richard!

I specialise in interim appointments across local authority SEND services, working closely with councils throughout the UK. Alongside my role heading up our public sector division, I’m also incredibly proud to be Spencer Clarke Group’s Associate Director, supporting the strategic direction and growth of the business. 

I was one of the very first members to join Spencer Clarke Group when it opened its doors in 2017. Spencer Clarke Group was actually founded by my brother, Mike Shorrock, after he learnt his craft working at an agency in the North West. Since launching Spencer Clarke Group, we have experienced phenomenal success and I’m extremely proud to have been part of the journey.

Day to day I have the pleasure of linking local authority SEND services with some of the best talent across the country. It fills me with pride when a council can enhance their statutory provision through the talent which we supply them with. 

In addition to supporting individual recruitment needs, I also specialise in mobilising dedicated project teams to tackle EHCP backlogs.

These long-term programmes are designed to help local authorities regain control of their statutory deadlines by deploying experienced professionals such as EHC Plan Writers, Assessment Officers, and Case Officers.

Working collaboratively, these teams help improve workflow efficiency and ensure children and young people receive timely, high-quality Education, Health and Care Plans.

Whether I’m working with a SEND Officer, EHC Plan Writer or SEND Tribunal Officer, I pride myself on building a positive rapport with candidates. The more insight I have into their career aspirations, the better positioned I am to help them fulfil these goals. 

I’m lucky enough to have experienced many career highlights, however the personal accolades I have collected along the way have been some of my proudest achievements. In 2023 I was honoured to be named Best Temporary Consultant at the Global Recruiter Awards. I was also named Temporary Recruiter of the Year and Agency Star of the Year at the 2024 REC Awards. Along with these personal milestones, it was also amazing for Spencer Clarke Group to be named Best Public/Third Sector Recruitment Agency at the 2025 Recruiter Awards.

Outside of work, I’m a proud Dad to my young son and my fur babies, Mabel and Minnie. At the weekend you’ll find me spending quality time with my family or sometimes on the golf course!
