Spencer Clarke Group are supporting a local authority to appoint a Property Services Manager within their Property and Asset Management service.

This is a senior role leading the delivery of property management, valuation services and wider estate advice. You will oversee the council's non-operational property portfolio, support the asset management agenda, and manage acquisitions, disposals and valuations to help meet council priorities and maximise value.

Responsibilities include

• Leading the council's property management and valuation function, providing clear advice to internal stakeholders
• Managing acquisitions and disposals, ensuring decisions protect the council's interests and support wider priorities
• Overseeing the non-operational portfolio, improving performance and ensuring best practice is followed
• Supporting the Service Director with service planning, performance targets, and improvements to policies and procedures
• Producing reports and representing the service at internal and external meeting
• Managing and developing a team of professional and technical staff, setting expectations and driving delivery
• Managing budgets and ensuring value for money, working within corporate and financial procedures
• Promoting a strong health and safety culture and ensuring standards are understood and followed

About you

• MRICS (full member of RICS) or willing to work towards this
• Strong experience in property valuation, property management, and acquisitions and disposals
• Proven background managing a non-operational property portfolio
• Experience implementing or supporting an asset management agenda within a large organisation
• Confident leading and developing professional teams, including performance management
• Strong communication skills, comfortable presenting and writing reports for senior stakeholders
