Finance Business Partner - HRA - Interim (Remote)

Spencer Clarke Group are working closely with a Local Authority to appoint an experienced Interim Finance Business Partner - HRA to lead on the financial management of the Council's Housing Revenue Account and wider Housing services.

This is a senior interim assignment requiring strong Local Authority HRA experience, with responsibility for budget setting, year-end reporting, financial planning and providing specialist financial advice across Housing.

Contract length: 6 months initially
Hours: 37 hours per week
Working arrangement: Predominantly remote
Location: East England
Start: ASAP / subject to notice

Some evening availability may also be required to attend Cabinet meetings in person.

The Role

The successful candidate will act as the lead finance contact across Housing, taking particular responsibility for the Housing Revenue Account.

Key responsibilities:

• Leading the annual HRA revenue and capital budget setting process.
• Leading on HRA year-end accounts, outturn reporting and associated working papers.
• Maintaining and developing the 30-year HRA Financial Business Plan.
• Providing financial management, monitoring and forecasting across Housing services.
• Managing the financial aspects of the Housing Capital Programme.
• Supporting annual HRA rent and service charge calculations.
• Providing specialist HRA financial advice to Service Managers, Senior Officers and Members.

You will ideally have:

• Significant Housing Revenue Account (HRA) experience - essential.
• Strong Local Authority / Local Government finance experience.
• Experience of HRA budget setting, monitoring, business planning and year-end.
• Strong knowledge of the HRA regulatory and accounting framework.
• CIPFA / ACCA qualified or equivalent - essential.
• Strong stakeholder management skills with the ability to advise senior officers and Members.
