Payroll Manager

Spencer Clarke Group are working closely with a London Local Authority to appoint a permanent Payroll Manager to lead its Payroll and Pensions service.

This is a senior operational leadership role with responsibility for the accurate, timely and compliant delivery of payroll for approximately 2,600 employees. The successful candidate will also help modernise the service and improve payroll processes.

Salary: £54,267 - £57,402 per annum, with a cost-of-living pay award pending

Contract: Permanent

Hours: Full-time, 36 hours per week

Location: East London

Working pattern: Hybrid working

The Role

The Payroll Manager will lead the Payroll and Pensions team, oversee the end-to-end monthly payroll and act as the senior escalation point for complex payroll and pension matters.

Key responsibilities

  1. Leading and developing the Payroll and Pensions team.
  2. Overseeing accurate and timely end-to-end processing through Oracle Payroll.
  3. Managing HMRC submissions, statutory reporting and year-end activity, including P60s and P11Ds.
  4. Overseeing BACS payments, payroll reconciliations, deductions, salary sacrifice, overpayments and court orders.
  5. Ensuring the accurate administration of Local Government and Teachers' Pension schemes.
  6. Reviewing processes and controls to improve efficiency, accuracy and the employee experience.
  7. Supporting payroll transformation, service modernisation and opportunities for automation.
  8. Working closely with HR, Finance, senior leaders, external providers and partner organisations.

About You

You will ideally have

  • A CIPP qualification or substantial experience managing an end-to-end payroll function within a large, complex organisation.
  • Strong technical knowledge of payroll legislation, taxation, pensions and statutory reporting.
  • Experience leading, coaching and developing payroll teams.
  • Significant experience with Oracle Payroll or a comparable enterprise payroll system.
  • Knowledge of Local Government and/or Teachers' Pension schemes.
  • Experience leading service improvements, system changes or wider transformation initiatives.
  • Local or central government experience is desirable. Candidates from other public-sector organisations and complex private-sector environments are also encouraged to apply.
