Rate: Up to £1,100 per day (Inside IR35)
Contract: Initial 6 months, potential extension
Location: Midlands District Council
Working Pattern: Hybrid - 2-3 days onsite per week
As Interim Section 151 Officer, you will take responsibility for the Council's statutory financial duties while providing leadership and direction across the finance service.
Key responsibilities include:
Acting as the Council's designated Section 151 Officer, ensuring effective financial governance and statutory compliance.
Leading budget setting, MTFS, financial planning, treasury management and year-end processes.
Managing and developing the finance team, providing support, direction and stability.
Advising the Chief Executive, senior officers and elected Members on financial strategy, risks and key decisions.
Overseeing financial controls, external audit arrangements and financial reporting.
Supporting wider transformation, service improvement and financial sustainability.
We're looking for an experienced Local Government finance professional who can demonstrate:
Previous experience operating as a Section 151 Officer within a Local Authority - essential.
CCAB qualification (CIPFA, ACCA, ACA, CIMA or equivalent).
Strong technical understanding of Local Government finance, accounting and statutory responsibilities.
Proven experience managing and developing finance teams.
Confidence working with elected Members, Chief Executives and senior leadership teams.
Strong communication, political awareness and the ability to remain calm under pressure.
