Rate: £316-£400 per day
Contract: interim/ongoing

Spencer Clarke Group are supporting a local authority to appoint a Team Leader within the Structures and Street Lighting team.

This role will act as the key technical lead for highway structures, providing day to day leadership to the team and taking ownership of urgent decision-making, including emergency call outs, to keep the network safe and operational.

Responsibilities include
* Acting as the first point of contact for all highway structures matters, including providing key technical decisions
* Leading, developing, and line managing the structures team to ensure high performance and clear delivery
* Responding to emergency structures issues, making immediate decisions and implementing appropriate controls
* Developing and implementing approaches and strategies that support the council's wider objectives
* Managing multiple projects, ensuring delivery to programme and within agreed budgets
* Identifying and delivering best value, including commercially focused options and procurement routes
* Negotiating with developers to secure maintainable solutions and agreeing commuted sums for future maintenance
* Ensuring compliance with relevant standards, codes of practice, planning legislation, and health and safety requirements including CDM
* Overseeing technical outputs including specifications, drawings, cost estimates, and site activity for structures works

About you
* Degree in Civil Engineering (or equivalent)
* Membership of a relevant professional institution (for example ICE or IStructE)
* Chartered Engineer with strong, demonstrable experience in highway structures
* Proven experience planning and managing multiple projects to time and budget
* Strong budget management skills with commercial and contractual awareness
* Proven negotiation skills and a practical, solutions-focused approach to decision making
* Strong knowledge of structures standards, codes of practice, and relevant legislation
* Strong knowledge of health and safety requirements, including CDM
* Extensive experience producing technical designs/specifications and supporting delivery on site
* Confident people manager with strong leadership, communication, and reporting skills
* Full UK driving licence, or the ability to travel efficiently to sites across the borough
