Spencer Clarke Group are looking for an experienced Commercial Manager to support a public sector organisation in London to lead high-value, high-risk tendering activity, with a particular focus across a Housing portfolio. This is a hands-on interim opportunity delivering compliant, best-practice procurement from initiation through to award and mobilisation.

You will work closely with commissioners, senior stakeholders, legal and finance to shape procurement strategy, run end-to-end tender activity, and secure strong commercial outcomes and value for money.

Responsibilities include

• Leading complex, high-value tenders through the full lifecycle
• Producing procurement strategies, recommendations, and tender documentation
• Advising stakeholders on compliant procurement routes and best practice
• Building evaluation methodologies and leading evaluation processes
• Managing commercial, financial, and operational risks throughout the tender process
• Embedding sustainability, social value, and community benefits into procurement activity
• Supporting contract mobilisation prior to handover

About you

• Strong track record delivering complex public sector procurement and tendering exercises
• Confident stakeholder manager, able to influence and challenge constructively
• Ideally exposure to Housing-related procurement
• Strong commercial judgement and report writing skills
• CIPS Level 5/6 is highly desirable
