Senior Project Manager (Highways)
Location: London
Rate: £350-£450 per day
Contract: interim/ongoing
Spencer Clarke Group are supporting a local authority to appoint a Senior Project Manager within their Capital Projects, Climate Change and Transport service, leading major highways and transport programmes.
You will take the lead on complex, high-value schemes across highways, transport, public realm and active travel, managing delivery from early feasibility and business case through design, consultation, approvals, procurement and construction. This is a senior role with significant responsibility for governance, funding, stakeholder management and political engagement.
Responsibilities include
* Leading major highways, transport, public realm and active travel projects through the full lifecycle from inception to delivery
* Developing business cases, delivery strategies, programmes, project plans and governance papers
* Managing project budgets, forecasts, funding conditions and financial reporting, including funding claims where required
* Overseeing risks, dependencies and performance across multiple workstreams, escalating issues appropriately
* Leading consultation and engagement with Members, residents, businesses and key external partners including TfL
* Commissioning and managing consultants and contractors, including briefs, scopes, procurement support and performance management
* Preparing and presenting reports and recommendations for senior officers and Member decision-making
* Providing senior leadership and support to other project staff and contributing to continuous improvement across the capital portfolio
About you
* Significant experience delivering major capital infrastructure, highways, transport or public realm programmes in a complex environment
* Proven track record managing projects end to end, including governance, procurement and implementation
* Strong experience managing politically sensitive projects and presenting to senior stakeholders and Members
* Confident managing substantial capital budgets and externally funded programmes
* Strong stakeholder management skills, with experience leading engagement and consultation
* Experience managing consultants, contractors and multi-disciplinary teams
* Strong project and programme management knowledge, including risk management and controls
* Relevant degree and/or project management qualification (PRINCE2, APM, MSP or equivalent) would be beneficial
